This am I was taking my garbage and recycling out to the road for pick-up. When I noticed this I assume, middle aged man going through everyones g&r on out block. (Laurel Bay) I watched thinking come on man. This man was dressed in clean clothing, wore a plaid hoody, jeans and sneakers. When he noticed I saw him he put his hood down and put a blue hat on. Watch what you put in your g&r apparently it's open to the public!..

Who cares, really? If its something you put in the garbage I'm assuming that you don't want it anymore, right? If someone is willing to go to the unpleasant task of checking them for something he may be able to use, without making a mess, I don't see the problem. Its helping the less fortunate and keeping material out of the landfill.

Probably checking for pop cans or beer cans .

In fact, the Supreme Court ruled in a case a few years back that by placing it out for collection a person essentially gives up all privacy rights to it: it essentially becomes "abandoned" property.  
 
Good reason to shred bills/paperwork.

Id like to see him open up my garbage....full of week old dog poop and poopy baby diapers, in this heat! PEEEWWW!!

That's my neighborhood! And im sure im not worried about anyone taking my garbage, because its clearly just that....but it isn't very classy to have someone going down your street and sifting through the cans. And yes, he wont like mine very much either. Mostly filled with cat litter.

but the city makes money from recycling don't they? It all adds up to keep costs down for the department.  
 
What I don't like is when people go thru the dumpsters tossing garbage out and then they don't put it back in!

We have the same thing in our area- might even be the same person- I don't know.  
The problem I have is that the person going thru the garbage comes onto MY property (an unfenced yard) to go thru it on days that we don't put out our carts. I only figured it out when there were constant foorprints in the winter going from yard to yard. A violation of my space.  
Never have put cans of value in our trash only other waste and plenty of cat crap but every week they go thru it the day before pickup before it goes curbside or the day of when on the curb. I'm not going to go buying a lock for my cat crap heap. I did however end up investing in a super cheap paper shredder to make sure every single piece of personal info gets shredded.  
I really just want them to move on. My space! My crap! Lol!

I wouldn't want someone going through my garbage, as it seems a bit too close to home, but why don't you donate anything that might be of value to someone. That way people will be less likely to go through your trash, and you are doing something better for the community. One man's trash is another man's treasure... Just an idea.

Again, I just don't see the harm. If no damage is done, and no garbage is dumped out, does it really matter? If this person is willing to put up with the smell, and with and some of you folks judging them and looking down your noses at them, they must be down on their luck. If there's something in my garbage they want, help yourself. Don't make a mess and I have no problem with it.

While it isn't high up on my list of petty issues to whine about... in my case, and in that of my neighbors, the person is trespassing. Technically stealing if it isn't on the curb. Sure its waste and I don't want/need it but I didn't give permission for them to come to my back door and take it. So yes. I will judge a persons actions when my space is being violated. I will also judge when my garbage is being tampered with. I really don't want a fine or a mess from a burst of lovely kitty litter fireworks due to my once properly double bagged bags of cat crap blowing apart when the city dumps my trash.
