Unfourtunatly it usually falls upon the home owner to pay for the problem. It may be a lead water main coming into the home, in that case the city may pay a third, or at least they used to. The other thing to check is if you have galvanized fittings or pipe inside the home, as this can lead to low water volume.
The city meter Dept. Will test your pressure and volume at the meter for free if you call them. Then you can determine if the problem is inside or outside the house.
If the issue is the main coming into the house, you will need a excavating company to replace the line from the street in. Usually costs 3-6 grand. If the issue is inside the house, call Branfon Htg & Plmg. They will solve the issue for you.
