odd sign on highway 10

Here's an odd thing I noticed:
On highway 10 South of Brandon, going over Lake Clementi hill heading north, there's a no-passing sign just near the top of the hill where there are two lanes in each direction.
Can somebody tell me why this sign needs to be there?? This is about 500M past a sign that reads "slower traffic keep right" which marks the start of a zone created for the specific purpose of PASSING slower traffic that can't get up the hill at full speed.
My wife is convinced that the sign must be there in preperation for some sort of construction or repair project for this stretch of highway, since there are some paint markings in the area on the pavement around some defects, but the sign has been there long enough that the ditch has been mowed, and taller grass stands near the sign where the mowing equipment cannot go. To be honest, I have no idea how long the sign has been there, I use the road every day, but haven't been keeping track of every sign.
