Restricting plastic bag use?

Per CKLQ, I see that the City and Councillor Black are getting serious about restricting the use of plastic bags and other containers in Brandon.
Right now the city does not have the authority impose a bylaw that restricts use, but will be pursuing it with the province.
Is such a bylaw necessary or should we leave it up to the individual person to make these types of decisions?
If you were supporting a bylaw of this nature, what types of restrictions do you think are needed? A cold-turkey ban on certain types of bags?
A limit on the amount that can be sold?
A deterrant surcharge on bags sold in stores?
