The concept originated in France in the ''80s, which is why it''s called Nuit Blanche. They are held all over the place, with the same name. It''s a night-time arts festival. If you don't want to get 'roasted', I'd say either phrase your question a little nicer, or do a tiny bit of research to find your answer. Not everything 'means' something lol.
