Without any real inside info, what one could confidently say:
-the group that took over Gullivers totally gutted the place to make it into Blu. Gullivers as folks knew it is gone
-from the day Gullivers closed there was a lot of mixed reaction and it was clear that a lot of people as another poster mentioned might've just preferred a renovation of it rather than a total concept change
-when Gullivers was bought, the recipes came with it (it was operated as Gullivers for a little while before the Blu Reno). Ownership at the time actually passed along the Apple crisp recipe for sharing on here. Not unreasonable to think that those recipes were also part of this most recent sale.
-when Blu opened, then-ownership referred to their current menu as having borrowed some elements from Gullivers among other places
-“Gullys” sounds an awful lot like “Gullivers” and was a nickname that a lot of folks used to refer to it back in the day (or "gulls")
-amongst posters we have one person that claims to be in the know saying that Gullivers isn’t coming back and another that claims to be in the know saying it is coming back… one of them is going to be right
Of course this could all be an elaborate troll job and:
-they're simply renaming Blu, changing the signage and bringing in a giant plush world traveling mascot named Gully as an homage to the past
-they've found a way to bait the Shoppers Mall signature sea gull population just slightly North to create the ultimate themed dining experience
-they're just knocking the place down and using it as space for an old-school A & W-style carhop service for Wendy's... to be waited on by some dude named Gulli
Anything is possible and I like surprises as much as the next guy but I'll give 4:3 odds that what we’re looking at is a visually updated restaurant named either “Gullys” or “Gullivers” that at the least borrows a lot more from the prev Gullivers menu than Blu
