Dog collides w/ vehicle on 1st - looking for witness

Today around 11:00 a.m. my father-in-law was driving down 1st Street near Queens/Richmond when a German Shepherd ran across the street and smacked into his SUV. He pulled over and spoke with some people who said the owner has several dogs that are always loose (they won't even walk their own dog on that side of the street because of it). They directed him to the owners house who didn't seem overly concerned.
He didn't notice until afterwards that it actually caused a fair amount of damage, so I'm posting this in hopes that it will get to the people he spoke to and they can message me their contact info. It would be helpful for his police report but moreso I'm hoping their witness statement would be helpful in encouraging the police/animal control to come down on the owners. That is far too busy a street for dogs to be running loose, they need to be cracked down on before one of their dogs gets hurt, or their dogs hurt another dog, or they cause a real accident and a person gets hurt.
