Follow up with the post office

This happened to me once when I was renting a post office box. I was tracking my package through Canada Post. It showed "delivered" on the website, but after a few days of checking my mailbox every day, my package didn't turn up. I inquired at the counter, and after looking through the packages in the back to see if they missed notifying me, they concluded that they must have delivered it to the other person with my first name. Apparently they mixed up our mail a lot. The post office contacted the person and sure enough, they returned my package to the post office.
I'm not sure why the first response is to ask the seller for a new shipment when the discrepancy is clearly with the delivery. The deliverer, whether it's Canada Post or UPS, should be able to retrace their steps and figure out where they delivered the package. Therefore, it should be possible to locate and retrieve it. If not, then go to the seller.
