I would think it would be regular hours.

Having a Stat fall on a Sunday can always be a slippery slope. Some businesses choose to observe the Monday directly after as observing whatever Stat fell on the Sunday. In this case, New Years. So some places may choose to remain closed for today.  
 
Some businesses may be opened and just choose to run on a "Sunday hour" schedule, and some businesses will just be open regular hours.  
 
I think it just depends on the business and their policies. Best bet depending on where you want to go, check the store's website if they have one and or call the business themselves.

Most places that are normally closed on a weekend will observe the stat the following business day by giving staff the day off if the stat falls on a Saturday or Sunday.

The Shoppers Mall FB page states that they were closed Jan 1 and would reopen Jan 2 at 9:30 am.

Most, if not all retail will be open regular hours today. It's mostly non-retail(banks/credit unions, city/government places, etc) places that will take a day in lieu of. If you're not sure, check out their Facebook page or give them a call.
