I wish the government would do one or the other?

is most often year/month/day in the government forms I deal with

This is one of my pet peeves.  
 
When I worked for a government agency it was always. Year / Month / Day. To remember this I was told: "You're My Darling".  
 
The format of Month / Day / Year is the "American Format".  
 
I wish all businesses would use Y, M, D. when printing a register receipt. Makes it so much easier to identify when you purchased the product/service.

That has bugged me, too. Americans seem to want to use the format as if it is spoken, like "911" for September 11. I think that date settled the debate in the USA. To me, it''s always been a matter of scaling up. So, 4:48PM/25/3/2017 is the current time and date.  
Or the time might be "16:48 hours".

LOL, I scale down! It's currently 2017/03/25 at 2228 hours.

Heck not even the clinics or the hospital do it the same

only have to look were the years go, the rest is 12/12.

I was always told it was American to do month/day/year, but it was Canadian to do day/month/year (scaling up). I've never seen it scaling down anywhere :S

A few years ago, the BRHA sent out a memo to use yyyy/mmm/dd format, but very few use it. I like the fact that the month is in letters instead of numbers. That way, you know exactly which one is the month.
