In most if not all storage facilities, there is a latch mechanism with room for 2 padlocks. As a customer, you place your own padlock on your unit. If you don’t pay, then the manager will place their own lock on it as well to prevent you from taking your stuff and not paying your bills.
If your lock has been cut and replaced, and your stuff “rummaged through”, there could be many possibilities as to why, and they are all dependent on the individual situation.
First off, if the lock has been replaced, how would you open the unit to see that it has been rummaged through? If the manager cut your lock and replaced it, it means you are waaay behind on your bills, and they have decided to take ownership of the contents, as per the contract you would have signed. If you then cut their lock to get in, you are committing theft, trespassing, etc.
Another option is that a third party has cut the lock and replaced it, but that would be very unlikely, as they would likely just cut your lock, steal stuff, and leave.
Since you are just asking a “general question” about a specific business and location, I don’t know what else you are looking for. Management will never place a lock on the unit if you pay your bills, that is the bottom line.
