I think a person should be able to sell a vehicle in any condition, if that is their wish. To me, a vehicle without a safety should be viewed by the buyer as a complete unknown as far as what it may need for a safety. If someone wants to be sure (if that's even really possible) of what they are buying, they should only buy a vehicle with an existing safety or pre-safety. Buyer beware in all cases of purchase.
There will always be a market for vehicles without a safety, so making it mandatory for all vehicles for sale to have a safety or pre-safety is too much govt. regulation.

I can agree with you on that point. I guess where do you draw the line between a parts car and a saftiable car.
Common sense would be if selling a vehicle for parts then it would be advertised as FOR PARTS ONLY.
But for a vehicle that can be saftied, it would be advertised as CAN BE SAFTIED but its being sold as is and I don't know what it needs for safety so don't ask me what it needs because I cant be bothered. or I have a pre safety done and it needs this done etc etc..
But yes I agree I guess I never thought about how much red tape it would take to implement MPI government regulations, and chances are our insurance would escalate to pay for such a program. Thanks Fargobob, I actually never thought about it from your perspective.
