In Canada, we do actually have the ability to access and camp on Crown Land, except where prohibited. That prohibition i:ncludes most city, provincial and national parks (except where explicitly allowed), and can different from province to province. In Manitoba, it's frowned upon except is designated areas. But Alberta? Apparently it's a thing to just go camp wherever you want.
I know this doesn't fully apply to the OPs concerns, but it's important to note that sometimes it's permissible to just... camp. Wherever (Canada is roughly 90% Crown land).

Ah the misguided UK right to roam legislation, the legality of which is questionable. For walking only and does not allow people to camp wherever they wish.
If you had experienced the effects of illegal encampments and their occupants, the garbage left plus the crime that follows you would agree that such behaviour needs to be controlled and camping confined to designated areas, of which there are many here in Canada.
Also as a lessee of crown land in Canada there is nothing in my lease that allows for camping to take place, there is provision for access though, just signed a brand new lease.
