Is it not the caretakers responsibility to inform tenants of bed bugs in your building or mice.  
Second time I have heard that there is bed bugs in my building and have never gotten informed.

Bed bugs can spread really easily from unit to unit. So if you never got a notice that would be a concern in my opinion. If there is a known issue, I would contact whoever is in charge of your building to be finding out what steps they are taking to deal with the issue.  
 
I would also be researching what you yourself can be doing to hopefully ensure your stuff is safe.  
 
If all else fails contact the residential tenancy branch and they can maybe provide more information on what can be done.  
 
Be prepared though, if the whole building isn't be proactive in getting rid of them, they will continue to be a problem. All it takes is one person not doing things properly for them to continue to be an issue.

I imagine some landlords don't really care and don't tell tenants..

Firstly if I were you I would put tape down sticky side up by baseboards, the bed, any crevises. Leave it for a few days before you check them. You will need to shine a flash light on the tape in order to be able to see if you have them.  
Also contact the health board with your concerns. They will get things done if nessasary

If you want to keep bed bugs out you can get a special powder from Poulins Pest Control that you put behind all baseboards, electrical outlets, behind pictures basically put it everywhere and it keeps ALL bugs OUT, it kills them on contact for up to 5 years and if it gets wet it leaves a residue that also lasts for upnton5 years. I had bed bugs once and never again do I want to deal with that! You can also put the legs of your bed inside METAL coffee cans or large metal soup cans and the bugs can't climb them so they can't get into the been also keep ALL blankets and sheets OFF the floor.
