That gas prices are entirely based on greed and not supply and demand at all.
Brandon prices are higher because they CAN charge that. There are so many users there that just will not use less. The companies know that snowmobiles, boats, all the larger SUVS and trucks all need gasoline. They also know there are no real options for transit for many people, so it's a catch 22. They can get away with it because it is not viable for you to drive over border or to Winnipeg.
Now where I live, it's a crazy different situation. I live within 5 minutes of a US border (and have a Nexus), so I can slip over for gas any time I like, and many people do. Cripes, the Nexus agents often don't even make you come to a stop at our borders, they simply wave you through because they know how long you were down for and why you were there. I also live literally less than a km from Surrey, where gas prices are usually 25c/l more - why? Because they have transit tax there where Langley does not. So you have gas stations side by side that will have vastly different prices at any given time. We also have a Costco, which keeps our local prices a bit lower.
However, there is a phenomenon that baffles me how they get away with it at all - I pass six gas stations on my daily commute to work (which is less than 3km). In the morning, they spike the prices by a good ten to fifteen cents/litre. At night, driving past the same stores, they are down again. That is a total greedy "gouge of convenience".
At least we have more options and we can shop around and plan for better gas prices, (which right now is hovering around 1.30/l) Brandon does not have that option. You guys would all have to stop filling your pleasure craft AND go on gas strikes en masse before you'd have any effect. They have you where they want you.
