Are there any rules about the use of these things on city streets?  
 
I was cut off yesterday on 22nd street near Meadows school by a young e-motocross rider that crossed the street directly in front of my moving vehicle. Luckily (for him) I had slowed for the school zone and hadn't increased speed before the corner. He then proceeded west on the Brandon Ave city sidewalk to the community center at Silverbirch weaving through kids walking on the sidewalk. At one point, he was keeping up with my vehicle at 42 kmh. Who will be at fault here when he hits someone on the sidewalk or gets run over?

It is getting crazy how all these non-licensed vehicles [for lack of a better word] are just getting away with it. No one seems to obey the rules of the road anymore. The seniors on their scooters is the one that really scares me. Nothing will be done until someone's grandma or grandpa is hit and killed.  
 
No one seems to know if they are supposed to be on the street [bikes, ebikes] sidewalk [scooters] or not at all [ATVs}
