Intoxicated Teens...what to do?

In yeserdays Bdn Sun (Aug 8) there was an article about jailing intoxicated teens when they are picked up by the police. The teens are found drunk in the streets, parents unavailable or not around so the only responsible thing to do is to lock them up for the night to sober up, for their own safety.
Of course the prov. thinks this practice is unacceptable. What do you think? Where else do we "put" them for the night if parents can't be located?
