The title is a little misleading. The cab driver didn't refuse giving a ride. That's neither here nor there, just an observation with the post title.
I see both sides of the equation, however.
When planning an evening out with anticipated taxi costs, make sure you have your wallet. A person should carry their wallet on them at all times.
I would have (just my own thinking...doesn't mean it's right) let the cab company know this before I called them to be sure that's ok, rather than assuming they'd be ok with that. If you were or are a regular with the cab company, most would be ok with that, but to spring that on them 3 blocks before could be a surprise and a red flag, due to cabbing and dashing.
I'm surprised the driver would not have taken your word and a one chance in leaving your cell phone with them and let you run in to get your wallet.
I don't agree with any cab driver leaving anyone out at 4 a.m. in the morning just wearing a hoodie. The weather was a bit dicey last night, though. You might need to travel with a winter jacket and a wallet when out until 4 a.m. with dicey, windy weather.
I'd say it's an unfortunate incident, but you must be prepared before heading out for the evening. I don't agree with a cab driver leaving someone out in the cold at 4 a.m., but at the same time, common sense must prevail. I'm sure the cab companies have certain policies in place.
I do see both sides of the situation and could have an argument for both sides. It's a teaching experience to be prepared, as some companies might have less tolerance due to the fact they've been stiffed before.
The bottom line is I'm glad you got home ok in the end.
