As I understand NCI-FM had already decided to move to 107.5 and drop their power well before CKLQ made the decision to "move" to 91.5.
Apparently, the Brandon market just wasn't making NCI any money, so maintaining a licence for a 100,000 watt station didn't make economic sense.
However, for CKLQ, a high power station at 91.5 MHz that could be taken over and was already well tested from a technical and coverage standpoint was a no-brainer. CKLQ gets a nice clear frequency in their core market, and by keeping 880 kHz gets the extended range that the AM band offers them.
One has to wonder if Bell will now look for a free AM frequency for a CKXA (Farm) repeater. Perhaps 1150kHz?
