If you’re over my love girl, lay it on my heart

The lyrics to the country song - Someone Else Calling You Baby - by Luke Bryan: "If you’re over my love girl, lay it on my heart. Don’t try to save me..".
This song reminds me of what it's like to deal with someone that wants a relationship with you (but you don't feel the same way) or someone you have chosen to end a relationship with.
Why? (I'm discussing men because I am a woman) do we have to be so "say it like it is" for the guy to get that we don't want to be involved. SO many of us women (likely men too) have tried to be nice and decline nicely when we aren't interested but somehow the guy just sees our "being nice" as ????? - an invite to ask again or keep probing?? or keep the line of communication open?
We don't enjoy saying it like it is, or at least I don't. I don't enjoy hurting people's feelings so I give a simple explanation in a sentence or two and wish them luck. To me that's blatant enough. I thought.
But why do we have to be almost rude or just stop responding for them to get the point? I'm referring to someone new vs a long-term relationship, etc. I understand sometimes we can tell if someone is not over us even though they say they are finished with the relationship - so we probe and try and get them back - feel there's unfinished business there.
Is this the case with women who are after men too?
"Lay it on my heart, don't try to save me".. Does this mean don't try and be nice about it - just tell me exactly how it is?
Do guys actually want that?
