Minimum speeds

I do know that at times tickets are issued for vehicles that are driving to slow when road conditions are perfect, but wonder if driving to slow, reguardless of road conditions, is considered unsafe if the vehicle has it's hazard lights on. More and more I am noticing that many large trucks are putting there hazards on any time that their speed is reduced, whether it is a steep grade or even where they enter the stream of traffic and haven't reached road speed.
Biggest problem with the whole discussion on to fast for the conditions, comes down to the individuals idea if what is to fast. We have hazard lights on our vehicles for a reason, and this is just my opinion, but if you are driving at a speed that is below the speed of the traffic flow, one should maybe consider having their flashers on. There will likely still be those who think that those who choose to drive, at what they consider a safe speed, should not be on the road, but would that apply to large trucks or those hauling oversized loads at a reduced speed.
Just about every problem has a simple answer, but only if people stop and realize that we all have different ideas what constitutes a safe speed.
