Paving Park Ave.

I've noticed that in the last few days they have started repairing pot holes on Park Ave. The section I mean is between 18th,and 13th. My question is, are they going to grind down the whole street like they did from 6th to 1st, or are they just going to repair those pot holes? I am not going to claim to be a paving expert, but I would think that doing the entire surface will last longer.
