Hi, I was wondering if anyone know which counties people can go visit if they have a Criminal Record. Thanks.

I think only USA checks criminal records if you decide where you are going get in touch with their embassy and they can tell you

I have a record and I was informed that you can basically fly to any country , minus the states , as long as your plane does not touch down in the states for any reason !

You might be able to fly, however, the country your going to may still reject you at customs and send you home. Some require passports and/or a entry authorization visa, check with a travel agent.  
 
You'd still need a passport.

Is it just a dui then get ur passport there not to bad know lots with them that have passport but theft or assault can't get passport then anywhere as long as not in USA

Someone that has an assault charge from 30 years ago would not beable to drive into the states? Or fly?

Each case is different. There are many different circumstances that could cause them to deny or allow entry.  
 
Best bet is to call them.

do quick background checks up to and including Interpol, or just wave you through.  
Depends on the country you are flying into and if they are on the look out for someone fitting your description or worst case you have the same name.

As to what OP's actual crime is I have no idea but it comes down to whether it's a moral turpitude
