If you can get a flight and hotel package through an agency u may be able to stay in the core city area but our rooms were in the renovated part of the hotel which is why they were affordable.
It was the grosvenor at Victoria Station and therefore a very desirable location. But 200 Canadian per night.
I think most would stay outside the city centre in affordable hotels and then take the subway in instead.
London is so huge that the subway is an important part of travel there. Rather than thinking in terms of walking distance to attractions, look for a hotel close to a subway station so you can walk there each day.

I am from England but have only stayed at hotels near Heathrow for travel. However, I have been to London for the 'tourist' stuff. Definitely do not only get a hotel for the location. The transport system in London is fantastic, you buy a day (or week) pass for whatever 'zones' you will want be in and can travel as much as you like on the underground (subway) or buses all day. A great fun way to get around the city too. Tourist places to visit can be very expensive so look online or at a Tourist Center for deals like the London Attraction pass, I just quickly found this one -

I know my niece got a deal when they went to the Museums, so there are different ones about, just search online. October/November is cool, and whatever time of year you can be sure of some rain, but yes, good time to go, certainly less busy than Christmas and it will be busy enough anyway. I recommend finding a nice Hotel within your budget that is close to an underground station and you can't go wrong.
