Except to drive slower would cause an obstruction of traffic.
Yes, I understand that this is not the Autobaun, but when you drive slowly and obstruct traffic, you are actually breaking the Highway Traffic Act and liable for a ticket.

Manitoba Highway Traffic Act Sec. 100 (4)
Where the driver of a motor vehicle is driving at such a slow speed that he is impeding or blocking the normal and reasonable flow of traffic or is driving at a rate less than the minimum fixed under subsection (1), a peace officer may require him to increase his rate of speed or to remove the vehicle from the highway: and
Manitoba Highway Trafic Act Sec. 177 (1)
177(1)
No person shall drive a motor vehicle at such a slow speed as to impede or block the normal and reasonable flow of traffic except when it is necessary to do so for safe operation or to comply with this Part.
ergo if the person has no reason to be driving slow on the road, that would make them at fault, not the driver moving at the posted speed limit.
