Does Service Canada help with things like helping set up Child Tax or services of the like?

I believe that is taken care of during tax time, when you declare dependents, you get your CTB based on age/number of children and your income. It's retroactive too, I believe.  
 
I collected my CTB through my income tax after my divorce. But I had to go through a few hoops to prove that they were actually living with me. I had to submit letters from the school.

Go visit Service Canada in Brandon they should be able to assist you. Lot faster then trying to contact them via phone.  
They’re located beside Boston Pizza across from Coop Food Store. Lots free parking too way better than downtown.  
Obviously you have to file income tax return every year to be eligible but if circumstances change like separation or custody etc they can assist you make sure right person is entitled.
