The CPP - Why such piss poor return rates?

Just out of curiosity....What is everyone's take on the CPP?
The MAXIMUM CPP payment per month is somewhere around $910. Not much at all.
Is it just me or does anyone else think they could make a better investment choice with the money they contribute to the CPP?
I know if I contributed $120 a month and adjusted my contributions +3% or so a year to offset inflation I'd be able to do MUCH better than this pitiful 'Canadian Pension Plan'.
