Social Program Comparison

On another thread, the comparison was made between social programs. Someone equated those receiving death benefits, pensions and EI with those receiving welfare because they were all considered social programs.
I thought this comparison would make a great discussion all on its own. What do you think? Are people who collect CPP, death benefits and EI the same as those that collect welfare?
