How to get rid of debt?

My question is: how does one get rid of debt like from a credit card? I'm talking about thousands of $$ here. Besides the obvious like, stop spending. What else are there?
1. Re-finance/mortgage?
2. Personal loan from a bank?
3. Other options?
I see with re-mortgaging the house, that can be done. However, what if I strike a small lottery and can pay off the entire mortgage? Is that allowed?
